Before the conclusion of the reign of George II. a new school of fiction had appeared. De Foe had, besides his "Robinson Crusoe," opened up the inexhaustible field of incident and character existing in actual life in his "Colonel Jack," "Moll Flanders," "Roxana," and other novels, and Fielding and Richardson extended it. Fielding, too, died six years before the beginning of this reign, and Richardson in the first year of it. But their works were in full circulation, and extended their influence far into this period. They have, therefore, been left to be noticed here in connection with the class of writers to whom they gave origin, and to whom they properly belong. Richardson (b. 1689; d. 1761) seems to have originated the true novel of real life in his "Pamela," which was the history of a servant, written with that verisimilitude that belongs to biography. This was commenced in 1740, and brought to a conclusion in 1741. The extra-ordinary sensation which it created was sufficient proof that the author had struck into the very heart of nature, and not only knew where the seat of human passion lay, but had the highest command over it. It was not, in fact, from books and education, but from native insight and acute observation, that he drew his power. He was born in Derbyshire, and received his education at a common day-school. He was then apprenticed as a printer in London, and established himself as a master in that business, which he continued to pursue with great success. His "Pamela" ran through five editions in the first year. In 1748[172] appeared his "Clarissa Harlowe," and wonderfully extended his reputation, which reached its full blaze in his "Sir Charles Grandison," in 1754. In all these works he showed himself a perfect analyst of the human heart, and detector of the greatest niceties of character. Though he could have known little or nothing of aristocratic life, yet, trusting to the sure guidance of nature, he drew ladies and gentlemen, and made them act and converse as the first ladies and gentlemen of the age would have been proud to act and speak. A more finished gentleman than Sir Charles Grandison, or correcter lady than Miss Byron, was never delineated. The only thing was, that, not being deeply versed in the debaucheries and vulgarisms of the so-called high life of the time, he drew it as much purer and better than it was. It is in the pages of Fielding and Smollett that we must seek for the darker and more real character of the age. The fault of Richardson was his prolixity. He develops his plot, and draws all his characters, and works out his narrative with the minutest strokes. It is this which prevents him from being read now. Who could wade through a novel of nine volumes? Yet these were devoured by the readers of that time with an avidity that not even the novels of Sir Walter Scott were waited for in the height of his popularity.But whilst his political efforts did their work in his lifetime, his literary labours are the basis of his present fame. These were almost all produced after his sixtieth year; "Robinson Crusoe," by far the most popular of all his writings and one of the most popular in all the world's literature, "The Dumb Philosopher," "Captain Singleton," "Duncan Campbell," "Moll Flanders," "Colonel Jacque," "The Journal of the Plague," "The Memoirs of a Cavalier," "The Fortunate Mistress; or, Roxana," "The New Voyage round the World," and "Captain Carleton." The life and fidelity to human nature with which these are written have continually led readers to believe them altogether real narratives. The "Journal of the Plague" was quoted as a relation of facts by Dr. Mead; Chatham used to recommend "The Memoirs of a Cavalier" as the best account of the Civil War; Dr. Johnson read the life of "Captain Carleton" as genuine, and we continually see the story of "Mrs. Veal's Ghost," written by Defoe to puff Drelincourt's heavy "Essay on Death," included in collections as a matter-of-fact account of an apparition. This quality of verisimilitude is one of the greatest charms of his inimitable "Crusoe," which is the delight of the young from age to age.<024>

FORE:THE QUEEN'S FIRST COUNCIL.There is in all this much of the splenetic jealousy of an aged invalid towards a vigorous competitor, who has outstripped him in the race. O'Connell excited much hostility amongst the friends of Emancipation by his opposition to the veto which they were willing to give to the British Crown on the appointment of Roman Catholic bishops by the Court of Rome. But the more antagonists he had, and the more battles he fought, the greater was his hold on the Roman Catholic priests and people. His power had arrived at its greatest height when the Canningites left the Ministry, and Mr. Vesey Fitzgerald came to Ireland to seek the suffrages of the Clare electors as an influential member of the Government. At first, no one had the least doubt of his triumphant return. He had been popular as Chancellor of the Exchequer in Ireland; he was a steady friend of Catholic Emancipation, for which he had always voted; he was personally popular; the gentry of the county were almost to a man devoted to him. It appears that O'Connell had at first no idea of starting against him. The proposal is said to have originated with Sir David Roose, who, having accidentally met Mr. P. V. Fitzpatrick on the 22nd of June, remarked that O'Connell ought to offer himself for Clare. Mr. Fitzpatrick then recollected having often heard Mr. John Keogh, of Mount Jerome, who had been the Catholic leader for many years, express his conviction that Emancipation would never be granted till a Catholic was elected a member of Parliament. If, when returned by a constituency, he was not permitted to take his seat because he would not violate his conscience by swearing what he did not believe, John Bull, who is jealous of constitutional rights, would resent this wrong, and would require the oath to be altered for the sake of the constituency. The moment this thought occurred to Mr. Fitzpatrick, he ran to O'Connell and begged of him to stand for Clare. They went to the office of the Dublin Evening Post, and there, in presence of Mr. F. W. Conway, the address to the electors was written. Still O'Connell shrank from the contest on account of the enormous cost. "You know," he said, "that, so far from being in circumstances to meet that outlay from my own resources, I am encumbered with heavy liabilities beyond my power of discharging. You are the only person with whom I am acquainted who knows intimately the Catholic aristocracy and men of wealth. Would[272] you undertake to sound them as to funds for the contest?" Fitzpatrick answered, "I will undertake it, and I am confident of success." Within an hour he got three men of wealth to put down their names for 100 each. The four then went round to the principal Catholics of Dublin, and during the day they got 1,600 from sixteen persons. The country followed the example of the metropolis so liberally that 14,000 was raised within a week, and money continued to flow in during the contest. The supplies, however, were not sufficient for the enormous demand, and in the heat of the contest a messenger was sent posthaste to Cork, and in an incredibly short space of time returned with 1,000 from Mr. Jerry Murphy, who himself subscribed 300, and got the remainder from its patriotic inhabitants. The sum of 5,000 had been voted by the Association for the expenses of the election. They had been very anxious to get a candidate to oppose Mr. Vesey Fitzgerald, and a popular Protestant, Major Macnamara, had been requested to come forward, but he declined on the ground of his personal obligations to the Ministerial candidate. Indeed, there were few of the smaller gentry in the county on whom he had not conferred favours by the liberal distribution of places among their sons. The Roman Catholic gentry were quite as much indebted to him as the Protestants, and they were not ungrateful, for they stood by him on the hustings almost to a man. Mr. O'Connell was preceded by two friends, Tom Steel and O'Gorman Mahon; the former a Protestant, the other a Roman Catholic: both men remarkable for their chivalrous bearing, and a dashing, reckless spirit, which takes with the Irish peasantry. A third agitator entered the field in the person of honest Jack Lawless, another leading member of the Association, and one of its most effective speakers. This band was soon joined by Father Tom Maguire, a famous controversialist, from the county of Leitrim, who had just been engaged in a discussion with the Rev. Mr. Pope, and was hailed by the peasantry as the triumphant champion of their faith. There was also a barrister, Mr. Dominick Ronayne, who spoke the Irish language, and who, throwing an educated mind into the powerful idiom of the country, produced great effects upon the passions of the people. Mr. Sheil, second only to O'Connell in energy and influence, and superior to him in the higher attributes of the orator, in the fiery temperament and imaginative faculty which constitute genius, flung himself into the arena with the greatest ardour. On the Sunday previous to the election each of these agitators was dispatched to a chapel situated in a district which was the stronghold of one or other of the most popular landlords, for the purpose of haranguing the people after mass, and rousing their enthusiasm to the highest pitch. Mr. Sheil went to a place called Corrofin, situated in a mountainous district, the property of Sir Edward O'Brien, father of Mr. Smith O'Brien, who drove to the place in his carriage, drawn by four horses. There he saw the whole population congregated, having advanced from the rocky hills in large bands, waving green boughs, and preceded by fifes and pipers. The hitherto popular landlord was received in solemn silence, while his antagonist, Mr. Sheil, was hailed with rapturous applause. Sir Edward O'Brien consequently lost heart, and, leaving his phaeton opposite the chapel-door, went to church. Mr. Sheil gives a graphic description of Father Murphy, the priest of this rudely constructed mountain chapel. His form was tall, slender, and emaciated; "his ample hand was worn to a skinny meagretude; his face was long, sunken, and cadaverous, but was illuminated by eyes blazing with all the fire of genius and the enthusiasm of religion; his lank black hair fell down in straight lines along a lofty forehead. The sun was shining with brilliancy, and rendered his figure, attired as it was in white garments, more conspicuous. The scenery about was in harmonyit was wild and desolate." This priest met the envoy of the Association on the threshold of his mountain temple, and hailed him with a solemn greeting. After mass the priest delivered an impassioned harangue. The spirit of sarcasm gleamed over his features, and shouts of laughter attended his description of a miserable Catholic who should prove recreant to the great cause by making a sacrifice of his country to his landlord. "The close of his speech," says Mr. Sheil, "was peculiarly effective. He became inflamed by the power of his emotions, and, while he raised himself into the loftiest attitude to which he could ascend, he laid one hand on the altar and shook the other in the spirit of almost prophetic admonition, and, while his eyes blazed and seemed to start from his forehead, thick drops fell down his face, and his voice rolled through lips livid with passion and covered with foam. It is almost unnecessary to say that such an appeal was irresistible. The multitude burst into shouts of acclamation, and would have been ready to mount a battery roaring with cannon at his command. Two days[273] afterwards the results were felt at the hustings, and while Sir Edward O'Brien stood aghast, Father Murphy marched into Ennis at the head of his tenantry, and polled them to a man in favour of Daniel O'Connell."

FORE:The triumph of the Whigs was complete. Whilst Oxford, who had been making great efforts at the last to retrieve himself with his party by assisting them to seize the reins of power on the queen's illness, was admitted in absolute silence to kiss the king's hand, and that not without many difficulties, Marlborough, Somers, Halifax, and the rest were received with the most cordial welcome. Yet, on appointing the new cabinet, the king showed that he did not forget the double-dealing of Marlborough. He smiled on him, but did not place him where he hoped to be, at the head of affairs. He made Lord Townshend Secretary of State and Prime Minister; Stanhope, the second Secretary; the Earl of Mar was removed from the Secretaryship of Scotland to make way for the Duke of Montrose; Lord Halifax was made First Lord Commissioner of the Treasury, and was raised to an earldom, and was allowed to confer on his nephew the sinecure of Auditor of the Exchequer; Lord Cowper became Lord Chancellor; Lord Wharton was made Privy Seal, and created a marquis; the Earl of Nottingham became President of the Council; Mr. Pulteney was appointed Secretary-at-War; the Duke of Argyll, Commander-in-Chief for Scotland; Shrewsbury, Lord Chamberlain and Groom of the Stole; the Duke of Devonshire became Lord Steward of the Household; the Duke of Somerset, Master of the Horse; Sunderland, Lord-lieutenant of Ireland; Walpole was at first made simply Paymaster of the Forces, without a place in the cabinet, but his ability in debate and as a financier soon raised him to higher employment; Lord Orford was made First Lord of the Admiralty; and Marlborough, Commander-in-Chief and Master of the Ordnance. His power, however, was gone. In the whole new cabinet Nottingham was the only member who belonged to the Tory party, and of late he had been acting more in common with the Whigs. The Tories complained vehemently of their exclusion, as if their dealings with the Pretender had been a recommendation to the House of Hanover. They contended that the king should have shown himself the king of the whole people, and aimed at a junction of the two parties.Among the other causes which contributed to the unpopularity of the Duke of Wellington and the weakness of his Administration was the prosecution by the Attorney-General of Mr. Alexander, the editor of the Morning Journal. A series of articles had appeared in that paper, which were considered so virulent and libellous, so far surpassing the bounds of fair discussion, that the Duke felt under the same necessity of ordering a prosecution that he had felt to fight the duel with Lord Winchilsea. It was regarded as an inevitable incident of his position, one of the things required to enable him to carry on the king's Government. He obtained a victory, but it cost him dear: a sentence of fine and imprisonment was inflicted upon his opponent, and the Morning Journal was extinguished; but, in the temper of the times, the public were by no means disposed to sympathise with the victor in such a contest. On the contrary, the victory covered him with odium, and placed upon the head of the convicted the crown of martyrdom. Mr. Alexander was visited daily in the King's Bench prison by leading politicians, and a motion was made in the House of Commons with a view to incriminate the Government who ordered the prosecution. In another instance also, but of a nature less damaging, the Government received a warning of its approaching downfall. Mr. Peel, anxious to mitigate the severity of the criminal code, and to render it less bloody, proposed to inflict the penalty of death only on persons committing such forgeries as could not by proper precautions be guarded against. It was a step in the right direction, but one too hesitating, and stopping short of the firm ground of sound policy. Sir James Mackintosh, therefore, on the third reading of the Bill, moved a clause for the abolition of the penalty of death in all cases of forgery, which was carried by a majority of 151 against 138. Thus the Session wore on, in a sort of tantalising Parliamentary warfare, with no decisive advantages on either side till the attention and interest of Parliament and the nation were absorbed by the approaching dissolution of George IV. and the dawning light of a new reign.

FORE:William IV. was welcomed to the Throne with great acclamation. Called "The Sailor King," he was endowed with many of the personal qualities which make the sailor's character popular with Englishmen. He had been Lord High Admiral, and in that capacity he had lately been moving about the coasts, making displays and enjoying ftes, although this was thought by some to be unseemly in the Heir Presumptive to the Throne, at a time when its occupant was known to be in a very infirm state of health. Heavy bills connected with these vainglorious displays were sent to the Treasury, which the Duke of Wellington endorsed with a statement that such expenses were not allowed. Although opinions differed about William very much, not only between the friends of Reform and the Conservatives, but between the leaders of the Liberal party themselves, he was esteemed the most popular king since the days of Alfred. William was certainly a more exemplary character than his brother. He had indeed formed an attachment to a celebrated actress, Mrs. Jordan, by whom he had a numerous family, one of whom was subsequently admitted to the ranks of the nobility with the title of Earl of Munster, and the others were raised to the dignity of younger sons of a marquis. He had, however, been married for several years to the Princess Adelaide, of Saxe-Meiningen, who became Queen of England, and adorned her exalted station by her virtues and her beneficence. They had two children, both of whom died in infancy; and as the king was in the sixty-fifth year of his age, and the queen was not young, there was no longer any hope of a direct succession to the Throne. Altogether, Charles Greville's verdict on the king"something of a buffoon and more of a blackguard"is excessively severe. If eccentric and hot-tempered, William IV. was straightforward and upright. He had some knowledge of foreign affairs, and thoroughly understood his position as a constitutional king.

THREE:He despatched a squadron of ten ships of the line to the Mediterranean, under Admiral Haddock; another strong squadron sailed for the West Indies; letters of marque and reprisal were issued to the merchants; and troops and stores were forwarded to Georgia, which the Spaniards had threatened to invade. He gave directions to all merchants in Spanish ports to register their goods with a public notary in case of a rupture. These measures produced a rapid change of tone at the Spanish Court. On comparing the demands on both sides for damages sustained in commerce, there appeared a balance in favour of England of two hundred thousand pounds. Against this, the Spaniards demanded sixty thousand pounds in compensation for the ships taken by Admiral Byng in 1718a claim which Stanhope would never allow, but which had been recognised in the Treaty of Seville, and was now, therefore, acknowledged. This reduced the sum to a hundred and forty thousand pounds, which the Spanish Court proposed should be paid by assignments on the American revenues. This, the Ministers were well aware, might involve the most endless delays and uncertainties, and they certainly showed a most conceding spirit by allowing a deduction of forty-five thousand pounds for prompt payment at Madrid. The sum was now reduced to ninety-five thousand pounds; and this being agreed to, a convention was signed on the 14th of January, 1739.

FORE:The Duke had little to console him in connection with the general election. In passing the Emancipation Act he had made great sacrifices, and had converted many of his most devoted friends into bitter enemies. The least that he could expect was that the great boon which it cost him so much to procure for the Roman Catholics of Ireland would have brought him some return of gratitude and some amount of political support in that country. But hitherto the Emancipation Act had failed in tranquillising the country. On the contrary, its distracted state pointed the arguments of the Tories on the hustings during the Irish elections. O'Connell, instead of returning to the quiet pursuit of his profession, was agitating for Repeal of the union, and reviling the British Government as bitterly as ever. He got up new associations with different names as fast as the Lord-Lieutenant could proclaim them, and he appealed to the example of the French and Belgian revolutions as encouraging Ireland to agitate for national independence. In consequence of his agitation many Ministerial seats in Ireland were transferred to the most violent of his followers. During these conflicts with the Government Mr. O'Connell was challenged by Sir Henry Hardinge, in consequence of offensive language used by him about that gentleman, who was then Chief Secretary for Ireland. Mr. O'Connell declined the combat, on the ground that he had a "vow registered in heaven" never again to fight a duel, in consequence of his having shot Mr. D'Esterre. This "affair of honour" drew upon him from some quarters very severe censure.The opening of the campaign on the Rhine in 1797 restored the positions of the French. On the lower part of the river, Hoche, who now commanded them, defeated General Kray; on the upper Rhine Moreau retook the fortress of Kehl,[459] opposite to Strasburg; and such was the alarm of Austria that she began to make overtures of peace. The fortunes of her army in Italy made these overtures more zealous; Alvinzi was defeated at Rivoli on the 14th of January, and Provera soon after surrendered with four thousand men, and Wurmser capitulated at Mantua. The Archduke Charles was now sent into Italy with another army, but it was an army composed of the ruins of those of Beaulieu, Alvinzi, Wurmser, and Davidowich, whilst it was opposed by the victorious troops of Buonaparte, now supported by a reinforcement of twenty thousand men under Bernadotte. The archduke, hampered by the orders of the Aulic Council in Vienna, suffered some severe defeats on the Tagliamento in March, and retreated into Styria, whither he was followed by Buonaparte. But the danger of a rising in his rear, where the Austrian General Laudon was again collecting numerous forces, induced Buonaparte to listen to the Austrian terms for peace. The preliminaries were signed on the 18th of April at Leoben, and Buonaparte, to bind the Emperor to the French cause, and completely to break his alliance with Britain, proposed to hand over to the Austrians the territory of Venice. This being effected, Buonaparte hurried back to seize and bind the promised victim. He took a severe vengeance on the people of Verona, who had risen against the French in his absence, and then marched to Genoa, where, under pretence of supporting the people in their demands for a Republic, he put down the Doge and Senate, set up a democratical provisional government, seized on all the ships, docks, arsenal, and storesin fact, took full possession. All further pretence of regard for the neutrality of Genoa was abandoned.

THREE:Meanwhile, the American emissaries were both busy and successful at the Court of France. Though the Government still professed most amicable relations towards Great Britain, it winked at the constant sale of the prizes taken by American privateers, or those who passed for such, in their ports. The Government had, as we have seen, supplied the insurgents with money and arms. It was now arranged between Silas Deane and the French Minister, Vergennes, that the supplies of arms and ammunition should be sent by way of the West Indies, and that Congress should remit payment in tobacco and other produce. The French Government supplied the American agents with money for their purchases of arms and necessary articles for the troops, also to be repaid in tobacco. Two of the ships sent off with such supplies were captured by the British men-of-war; but a third, loaded with arms, arrived safely. To procure the money which they could not draw from Europe, Congress made fresh issues of paper money, though what was already out was fearfully depreciated. They voted a loan also of five millions of dollars, at four per cent. interest. They authorised a lottery to raise a like sum, the prizes to be payable in loan-office certificates. These measures only precipitated the depreciation of the Government paper; people refused to take it; and Washington, to prevent the absolute starvation of the army, was endowed with the extraordinary power of compelling the acceptance of it, and of arresting and imprisoning all maligners of the credit of Congress. Congress went further, and passed a resolution that their bills ought to pass[237] current in all payments, trade, and dealings, and be deemed equal in value to the same sum in Spanish dollars; and that all persons refusing to take them should be considered enemies to the United States; and the local authorities were called upon to inflict forfeitures and other penalties on all such persons. Still further: the New York convention having laid before Congress their scheme for regulating the price of labour, produce, manufactured articles, and imported goods, it was adopted. But these arbitrary and unscientific measures the traders set at defiance, and the attempts to enforce them only aggravated the public distress. Loans came in slowly, the treasury ran low, the loan offices were overdrawn, and the issue of bills of credit was reluctantly recommenced; ten additional millions were speedily authorised, and as the issue increased, the depreciation naturally kept pace with it. The Commissioners in France were instructed to borrow money there, but the instructions were more easily given than executed.

At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

They had only made a popular demigod of him. The people, not only in London, but all over the country, celebrated his exit from the Tower with the liveliest demonstrations, especially in the cider districts, still smarting under the new tax, and where they accordingly once more paraded the jack-boot and petticoat, adding two effigiesone of Bute, dressed in a Scottish plaid and with a blue ribbon, the other no less a person than the king, led by the nose by Bute.
TWO:It was the lot of the Earl of Clarendon to govern Ireland during the most trying period of her history. It was a trying crisis, affording great opportunity to a statesman of pre-eminent ability to lay broad and solid foundations for a better state of society. But though a painstaking and active administrator, Clarendon was not a great statesman; he had no originating power to organise a new state of things, nor prescience to forecast the future; but he left no means untried by which he could overcome present difficulties. The population had been thinned with fearful rapidity; large numbers of the gentry had been reduced from affluence to destitution; property was changing hands on all sides; the Government had immense funds placed at its command; a vast machinery and an enormous host of officials operating upon society when it was in the most plastic and unresisting state, a high order of statesmanship could have made an impress upon it that would have endured for ages. But Lord Clarendon's government, instead of putting forth the power that should have guided those mighty resources to beneficial and permanent results, allowed them to be agencies of deterioration. The truth is, he was frightened by a contemptible organisation, existing openly under his eyes in Dublin, for the avowed purpose of exciting rebellion and effecting revolution. The conspirators might have been promptly dealt with and extinguished in a summary way; but instead of dealing with it in this manner, Clarendon watched over its growth, and allowed it to come to maturity, and then brought to bear upon it a great military force and all the imposing machinery of State trials; the only good result of which was a display of forensic eloquence worthy of the days of Flood and Grattan.
TWO:In return for this favour, Clive obtained one of infinitely more importance. It was the transfer of the sole right of dominion throughout the provinces of Bengal, Orissa, and Bahar. All that vast territory was thus made the legal and valid property of the East India Company. The conveyance was ratified by public deed, which was delivered by the Great Mogul to Clive in presence of his court, the throne on which he was elevated during this most important ceremony being an English dining-table, covered with a showy cloth. And of this princewho was entirely their own puppetthe British still continued to style themselves the vassals, to strike his coins at their mint, and to bear his titles on their public seal! Clive saw the immense importance of maintaining the aspect of subjects to the highest native authority, and of avoiding alarming the minds of the native forces by an open assumption of proprietorship. By this single treaty, at the same time that he had freed the Company from all dependence on the heirs of Meer Jaffier, he derived the Company's title to those states from the supreme native power in India; and he could boast of having secured to his countrymen an annual revenue of two millions of money. Thus began a system which has played a leading part in our Indian history.The Swiss acted a more cautious part. Fearful that Napoleon might yet, by some other wonderful chance, regain his power, they summoned a Diet, passed an order for the neutrality of the cantons, and issued an order calling on the Allies to respect this, and not attempt to march troops through their country. This would have suited Buonaparte extremely well, as it would have closed his eastern frontiers to the Austrians, who were marching that way under Count Bubna; but the Austrians informed the Swiss authorities that they should certainly march through; and the Allied sovereigns dispatched Count Capo d'Istria and Herr Lebzeltern to Zurich to state that the power of France over Switzerland was at an end, and to desire them to send deputies to meet them, and to establish an independent government for Switzerland. Thus assured, the greater part of the cantons sent their deputies to Zurich, who proclaimed the restoration of national independence, and gave free consent for the armies of the Allies to march through the country.
THREE:Whilst our armies were barely holding their own in Spain, our fleets were the masters of all seas. In the north, though Sweden was nominally at war with us, in compliance with the arrogant demands of Buonaparte, Bernadotte, the elected Crown Prince, was too politic to carry out his embargo literally. The very existence of Sweden depended on its trade, and it was in the power of the British blockading fleet to prevent a single Swedish vessel from proceeding to sea. But in spite of the angry threats of Napoleon, who still thought that Bernadotte, though become the prince and monarch elect of an independent country, should remain a Frenchman, and, above all, the servile slave of his will, that able man soon let it be understood that he was inclined to amicable relations with Great Britain; and Sir James de Saumarez, admiral of our Baltic fleet, not only permitted the Swedish merchantmen to pass unmolested, but on various occasions gave them protection. Thus the embargo system was really at an end, both in Sweden and in Russia; for Alexander also refused to ruin Russia for the benefit of Buonaparte, and both of these princes, as we have seen, were in a secret league to support one another. Denmark, or, rather, its sovereign, though the nephew of the King of Great Britain, remained hostile to us, remembering not only the severe chastisements our fleets had given Copenhagen, but also the facility with which Napoleon could, from the north of Germany, overrun Denmark and add it to his now enormous empire. In March of this year the Danes endeavoured to recover the small island of Anholt, in the Cattegat, which we held; but they were beaten off with severe loss, leaving three or four hundred men prisoners of war.Admirable as was the character of Caroline, she has been accused of retaining her resentment against her son to the last. Pope and Chesterfield affirm that she died refusing to see or forgive her son; but Ford, though he says she would not see him, states that she "heartily forgave him"; and Horace Walpole says she not only forgave him, but would have seen him, but that she feared to irritate her husband. To Sir Robert Walpole she expressed her earnest hope that he would continue to serve the king as faithfully as he had done, and, curiously enough, recommended the king to him, not him to the king. She died on the 20th of November, perhaps more lamented by Walpole than by her own husband (though, as Lord Hervey tells us, George was bitterly affected), for Walpole well knew how much her strong sense and superior feeling had tended to keep the king right, which he could not hope for when she was gone. The king appeared to lament her loss considerably for a time, that is, till consoled by his mistress, the Countess of Walmoden, whom he had kept for a long time at Hanover, and now soon brought over to England. He sent for her picture when she was dead, shut himself up with it some hours, and declared, on reappearing, that he never knew the woman worthy to buckle her shoe.

THREE:Spain and Portugal are so bound together by natural sympathy that they generally share the same vicissitudes. Bad feeling had arisen between the national party and the Government in consequence of the appointment of Prince Ferdinand, the husband of the queen, to be commander-in-chief of the army. Other causes increased the popular discontent, which was at its height when the public was electrified by the news of the Spanish Revolution. The Ministers were obliged to make concessions; but, besides being inadequate, they were too late. The steamboat from Oporto was loaded with opposition members, who were received with the most enthusiastic demonstrations of welcome. On the 9th of September the clubs had everything arranged for a revolution, and a mixed array of troops of the line, ca?adors, and National Guards, proclaimed the Constitution adopted by John VI.; and, having sung a constitutional hymn, they appointed a deputation, headed by Viscount Sa Bandiera, to wait upon Queen Donna Maria. She had first contemplated resistance, but the army would not act against the people. The National Guards were in possession of the city, having occupied the Rocio Square in Lisbon all night, and in the morning they were informed that the queen had yielded to their wishes, appointing a new Ministry, with Bandiera at its head. Some of the most obnoxious of the ex-Ministers took refuge from popular vengeance on board the ships of the British squadron lying in the Tagus. THREE:Carteretor Granville, as we must now style him, for he succeeded to the earldom in 1744still retained the favour of the king precisely in the same degree as he had forfeited that of the people and the Parliament, by his unscrupulous support of George's Hanoverian predilections. Elated with the favour of the king, Granville insisted on exercising the same supreme power in the Cabinet which Walpole had done. This drove Pelham and his brother, Newcastle, to inform the king that they or Granville must resign. George, unwilling to part with Granville, yet afraid of offending the Pelham party, and risking their support of the large subsidies which he required for Germany, was in a great strait. He sent for Lord Orford up from Houghton, who attended, though in the extreme agonies of the stone, which, in a few months later, brought him to his end. Walpole, notwithstanding the strong desire of the king to retain Granville, and that also of the Prince of Waleswho on this and all points connected with Hanover agreed with the king, though no one else diddecided that it was absolutely necessary that he should resign; and accordingly, on the 24th of November, Granville sullenly resigned the seals, and they were returned to his predecessor, the Earl of Harrington.

Why do children end up on the streets?

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

Fox was very indignant, and made no scruple of attributing the conduct of the king, not to mere report, but to fact. "There is," he said, "a written record to be produced. This letter is not to be put in the balance with the lie of the day;" whereupon he pulled from his pocket a copy of the note said to have been written by the king to Lord Temple. When he sat down, Mr. Grenville rose and stated that he had taken down the words read as the king's note, and had shown them to his relative, Lord Temple, who had authorised him to say that such words had never been made use of by him. But Fox demanded whether Lord Temple had not used words to that effect, and Grenville was silent. Fox continued in a very fierce strain, denouncing back-stairs lords and bedchamber politicians, and declared that the best-meant and best-concerted plans of Ministers were subject to the blasting influence of a villainous whisper. He added that he could not continue in office any longer consistently either with his own honour or the interests of the nation. He felt that he was goaded to it, and upbraided for not resigning instantly; but a very honourable majority of that House stood pledged to a great measure, and Ministers were equally bound not to abandon the affairs of State in the midst of so much anarchy. These last words, and the division, which was nearly two to one in favour of Ministers, left it doubtful, after all, whether Fox and his colleagues would resign. As such language, however, could not be used by Ministers with impunity, and a dissolution of the Cabinet was probable, Erskine moved a resolution, pledging the House to persevere in the endeavour to remedy the abuses in the government of India, and declaring "that this House will consider as an enemy to this country any person who shall presume to advise his Majesty to prevent, or in any manner interrupt, the discharge of this important duty." All strangers were excluded, but it was ascertained that the motion was severely censured as an invasion of the king's prerogative; yet the resolution was carried by one hundred and forty-seven votes against seventy-three.The French had always beheld with jealousy our possession of the island of Minorca, which had been won by General Stanhope in 1708, and secured to us by the Peace of Utrecht. That England should possess the finest port in the Mediterranean, and that so near their own shores, was a subject of unceasing chagrin. The miserable administration of British affairs, the constant attention to the interests of Hanover instead of our own, now inspired France with the resolve to snatch the prize from us. Great preparations were made for this object, and the report of these as duly conveyed to the English Ministers by the consuls in both Spain and Italy, but in vain. At length the certainty that the French were about to sail for Minorca burst on the miserable Ministers; but it was too latethey had nothing in readiness. The port of Mahon was almost destitute of a garrison; the governor, Lord Tyrawley, was in England; and the deputy-governor, General Blakeney, though brave, as he had shown himself at the siege of Stirling, was old, nearly disabled by his infirmities, and deficient in troops. What was still worse, all the colonels were absent from the regiments stationed there, and other officers alsoaltogether thirty-five!"I have had great satisfaction in giving my assent to the measures which you have presented to me from time to time, calculated to extend commerce, and to stimulate domestic skill and industry, by the repeal of prohibitory and the relaxation of protective duties.Notwithstanding the constant wars of this time, British shipping, commerce, colonies, and manufactures made considerable progress. At the commencement of this period the amount of shipping employed in our commerce was altogether 244,788 tons, being 144,264 tons English, and 100,524 foreign; in 1701 the amount of shipping employed was 337,328 tons, of which alone 293,703 were English. In 1702, the end of William's reign, the number of English mercantile vessels was about 3,281, employing 27,196 seamen. The royal navy, at the end of William's reign, amounted to about 159,000 tons, employing some 50,000 sailors, so that the seamen of England must have amounted at that period to nearly 80,000.The spirit of Choiseul having departed from the French administration, and the king having so unequivocally expressed his intention not to go to war, the Spanish Court hastened to lower its tone and offer conciliatory terms. In December they had proposed, through Prince de Masserano, to disavow the expedition of Buccarelli, if the English Court would disown the menaces of Captain Hunt. This was promptly refused, and orders were sent to Mr. Harris to quit the capital of Spain. He set out in January, 1771, but was speedily recalled; the expedition of Buccarelli was disavowed; the settlement of Port Egmont was conceded, whilst the main question as to the right of either party to the Falklands at large was left to future discussion. So little value, however, did Britain attach to the Falkland Isles, that it abandoned them voluntarily two years afterwards. For many years they were forsaken by both nations; but in 1826 the Republic of Buenos Ayres adopted them as a penal colony, and in 1833 the British finally took possession of them.[See larger version]
